Estonia introduces mobile phone voting

TALLINN, December 11 (RIA Novosti) - Estonia's parliament approved amendments to the national election law on Thursday allowing people to vote by mobile telephones in an effort to boost voter activity.

The amendments, which will come into force 10 days after they are officially published in Riigi Teataja, were introduced by the country's ruling Reform Party in September, the parliament's press service said.

Mobile voting, which aims to make the election process more accessible, should be available to Estonians in their parliamentary elections in 2011.

Estonia became the first country to allow citizens to elect their members of parliament via the Internet in March 2006, when 3.5% people voted online. Internet voting using ID cards was first introduced in the country in 2004.
