The US Department of State has made another attempt to exonerate Kiev from responsibility for what's happening in eastern Ukraine.
Militiamen have launched an attack against Ukrainian troops near the village of Stepanovka, Donetsk region of Ukraine; troops loyal to the Kiev regime have already sustained casualties, according to the Ukrainian National Guard’s official website.

Ukraine's National Guard says it had nothing to do with the shelling of the Russian town of Donetsk in the Rostov region on Sunday, July 13. "The Ukrainian National Guard command categorically denies reports that the National Guard was involved in the shelling of the Russian town of Donetsk on July 13. Again, the National Guard is not deployed in the cited district, or in a territory matching the shell's trajectory," the National Guard announced. This was a response to Moscow saying that the Russian government "knew exactly where the gunfire was coming from".
The self-proclaimed Donetsk People's Republic (DPR) officials announced that residents of some Donetsk districts are suburban areas are being evacuated in an orderly manner due to constant artillery strikes carried out by Ukrainian troops, reports Interfax.
Moscow is considering a possibility of "pinpoint strikes" on Ukraine to retaliate against the bombardment of suburbs of Donetsk, Rostov region, Kommersant daily said, citing a source close to the Kremlin. The source said Russia "knew exactly where the gunfire was coming from." He noted that would not be a massive action but pinpoint strikes on the positions from where they were firing on Russia.
Ukraine's armed forces shelled from mortars the Yuzhny (southern) quarter of the city of Lugansk in eastern Ukraine on Sunday, reported the press service of the Lugansk People's Republic (LPR). "According to a report, the building of school N 51 was damaged," the LPR reported. "Mortar fire was delivered from inside the city."
Ukrainian law enforcement units have launched another attack on both Lugansk and a Donetsk suburb using Grad launchers, Interfax reports the self-defense forces of the Donetsk and Lugansk People’s Republics as saying on Sunday. "Immediate reports suggest that Ukrainian forces are storming the city from Aleksandrovka in an offensive supported by 50 tanks and two fighter bombers," a spokesman for the self-defense command in Lugansk told Interfax
Ukraine's heavy artillery shelled Donetsk all night long, the militia of the Donetsk People's Republic said. "The cannonade continued all through the night until 8 am. The sound of explosions was coming from all parts of Donetsk," Southeast Front spokesman Konstantin Knyrik told Interfax. "Immediate reports indicate that Grad launchers were used. Reports about casualties are being verified," Knyrik said.
The OSCE Parliamentary Assembly’s Contact Group for Ukraine can take measures to ensure protection of Russian border areas from Ukrainian shelling, Russian MP and head of the State Duma Committee for CIS Affairs Leonid Slutsky said on Sunday.
Three shells from the Ukrainian side hit the town of Donetsk in Russia's Rostov region on Sunday, an Interfax correspondent reports from the scene.
The Russian Foreign Ministry summoned Ukraine's charge d'affaires in Russia on Sunday to present a strong protest over the shelling of Russian territory from the Ukrainian side of the border. The incident may have "irreversible consequences," the ministry warned in an official statement released on Sunday. Russia regards Sunday's provocation as "yet another act of aggression on the part of Ukraine against sovereign Russian territory and citizens of the Russian Federation," the statement says.
Russia vows tough measures against Ukraine after shooting incident in Rostov region - Foreign Ministry
One person has been killed and two others have been wounded in the town of Donetsk in Russia's southern Rostov region by a shell fired from Ukraine, the RIA Novosti reports, citing a police source.
Russia voices protest against Ukraine's attack on a border squad, the Foreign Ministry says. "On July 12, a Russian border squad came under automatic small arms fire in the Rostov region's Kuibyshev district, in Russia’s south. As a result of the attack a car was damaged. Eight bullet holes were found. Luckily, no Russian border guards were injured," the ministry says.
One person was killed in another mortar shelling of the bus station in the city of Lugansk, now the battleground between the militia of the self-proclaimed Lugansk People's Republic (LPR) and the Ukrainian regular army.
A cameraman from the Russian LifeNews TV channel was slightly injured during mortar shelling in the much-troubled east-Ukrainian city of Lugansk by the forces loyal to Ukraine's government, the channel said on its website. "July 11, cameraman Valery Moroz was injured in the arm in Lugansk, which was subject to shelling by Ukrainian military from early morning through to night-time," the report said.
Russian journalists came under fire from Ukrainian troops as they arrived at the military commissariat in the capital of the self-proclaimed Lugansk People’s Republic (LNR), Rossiyskaya Gazeta reported on Friday. According to the LNR press service, on that day the Ukrainian forces also shelled the Zarya battalion, one of the most able militia units, with mortars.
