Police in Bashkortostan, a Russian republic in the Volga Region, have exposed and neutralized secret extremist cells linked to the Hizb ut-Tahrir al-Islami, an international terrorist organization setting itself the goal of creating an Islamic caliphate spanning throughout the Caucasus to Central Asia and the Volga Region. Banned by Russia’s Supreme Court in February 2003, Hizb ut-Tahrir al-Islami has pursued covert activities, creating underground cells and spreading anti-government propaganda. Eleven Hizb ut-Tahrir activists were arrested on Tuesday and plenty of extremist materials – magazines, booklets, leaflets and videos – were seized. Prospects for joint action against Hizb ut-Tahrir were discussed at the April 2 Tashkent session of the Regional Anti-Terrorist Council of the Shanghai Cooperation Organization made up of Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.
