Live Updates: Protests Continue in US While National Guard Leaves Washington and California

The protests against police brutality continue across the United States and beyond its borders following the death of George Floyd in Minneapolis at the hands of local police.

Despite the ongoing protests, tensions across the US eased, as President Donald Trump ordered the National Guard to withdraw from Washington, DC. At the same time, as New York Mayor Bill de Blasio lifted the citywide curfew there, the National Guard left cities in California.

Protests and riots engulfed major US cities after a video emerged online, showing the arrest of George Floyd that later resulted in his death.

White Minneapolis police officer Derek Chauvin was shown holding his knee on Floyd's neck for nearly nine minutes, while the black man repeated he could not breathe, until passing out. Chauvin was later charged with second-degree murder, while three other officers have since been charged with aiding and abetting.

MINNEAPOLIS (Sputnik) - A US judge set bail at $1.25 million for former police officer Derek Chauvin and the next hearing in the George Floyd death case has been scheduled on 29 June, a Sputnik correspondent reported on Monday.

"I am setting an unconditional bail at $1.25 million, or $1 million with conditions of no contacts with the family of victim, and that he [Chauvin] does not work in law enforcement", the judge said.

WASHINGTON (Sputnik) - Demonstrations in the US capital are expected to continue in the coming days, Washington Metropolitan Police Department (WMPD) Chief Peter Newsham said during a press briefing on Monday.

"We anticipate more demonstrations throughout this week, and we stand prepared to facilitate the peaceful protests", Newsham said.

Newsham said the protests in the last several days have been peaceful and the police made only three related arrests since Friday.

Washington Mayor Muriel Bowser said during the briefing that the National Guard should leave the city soon.

"We understand that all out of state guard will be leaving the city, if they are not already gone, within 48 hours from Sunday", Bowser said.

WASHINGTON (Sputnik) – Police in the US city of Portland, Oregon made around 20 arrests during overnight demonstrations over the killing of African American George Floyd in police custody, according to a press release issued on Monday.

“At least 20 arrests, 4 vehicles towed”, the release said.

The United States has seen widespread anti-racism protests and riots since last week following the death of George Floyd in police custody.

In Portland, thousands of protesters gathered in three major organized groups on Sunday, police said.

“At about 11:30 pm, full beverage containers, glass bottles, hard boiled eggs, rocks and other projectiles were thrown at officers. The agitators that were throwing the projectiles were using sling shots and other means to propel the rocks and hard boiled eggs a block away still striking the officers”, the release said.

Law enforcement officers began to clear the area at about midnight, when a civil disturbance and an unlawful assembly were declared.

“Demonstrators continued to aggressively shake the fence in what appeared to be attempts to knock it over”, the police said. “Officers started clearing the area to disperse the crowd”.

One demonstrator threw a Molotov cocktail toward an officer, but no one was injured in the incident, the release said.

"Around 200 protests took place across the country over the weekend, attended by over 100,000 people, as many as 137,500 people have now attended Black Lives Matter protests across the UK. While the majority were peaceful, a lawless minority of protesters have regrettably turned to violence", Home Secretary Priti Patel told parliament.

The home secretary added that a total of 35 police officers suffered injuries during the protests, which turned violent in the capital of London. As a result, police officers made 135 arrests over the weekend, the minister added.

"The worst violence flared in London on Saturday evening with missiles and flares being thrown at police officers at Downing Street ... At least 35 officers have now been injured during the protests in the capital … The thugs and criminals responsible are already being brought to justice … As of this morning, the total number of arrests stood at 135", Patel remarked.

Instances of police officers being attacked and historic monuments such as the Cenotaph, London’s most symbolic war memorial, being vandalized are indefensible, Patel added.

"This hooliganism is utterly indefensible, there is no justification for it. There is no excuse for pelting flares at brave officers, throwing bikes at police horses, attempting to disrespect the Cenotaph or vandalizing the statue of Winston Churchill", the home secretary stated.

NEW YORK (Sputnik) - New York State will enact laws on criminal justice and other reforms that will make transparent disciplinary records of police officers, Governor Andrew Cuomo said on Monday.

"I expect to sign it when I get it", Cuomo said, referring to the so-called Amy Cooper bill. "People are saying ‘enough is enough’ and want to seize the moment and end the systemic injustice and inequality in education, health care, housing, policing and criminal justice. We're going to act in the state of New York on the transparency of disciplinary records for police officers. These records will no longer be exempt from disclosure. The records of police officers will be like [those of] every other public employee".

New York - and dozens of other cities throughout the United States - experienced protests against police brutality and racism over the death of African American man George Floyd in police custody on 25 May. A video of Floyd’s arrest posted online shows a white police officer pressing on his neck for at least eight minutes while Floyd was handcuffed and placed on his stomach.

The Amy Cooper bill gained traction after a video went viral showing Amy Cooper, a white woman in New York City, calling the emergency line 911 on an African American man Christian Cooper whom she accused of threatening her while she was walking her dog in the city’s Central Park. The man can be seen calmly telling her in the video to put her dog on a leash as required by the law.

The proposed bill would make it a hate crime when 911 callers make a false accusation based on race, gender or religion.

"The method of seizing the neck by strangling will no longer be used, and will not be taught in police and gendarmerie schools. This method is dangerous. In addition, if the police need to keep someone on the ground during detention, they will be banned from pressing on the back of the head and on the neck", French Interior Minister Christophe Castaner told reporters.

The minister noted that from now on, police officers and gendarmes would be using the same restraining techniques.

"I also want that special attention is paid to continuing the training of police and gendarmes, as the techniques cannot be forgotten ... Now the police and gendarmes will be required to undergo training every year, without which they will be banned from working in public places", Castaner added.

"The letter from Mr Floyd’s attorneys was sent to the UN Human Rights Commission", UN spokesperson Stephane Dujarric said.

In a letter sent on 3 June, attorney Benjamin Crump appealed to the UN Working Group on the Rights of People of African Descent to probe Floyd’s death and recommend police reforms, such as de-escalation techniques, independent prosecutions and autopsies for every killing by US police, CNN reported earlier in the day.

"When a group of people of any nation have been systemically deprived of their universal human right to life by its government for decades, it must appeal to the international community for its support and to the United Nations for its intervention", Crump said in the letter.

LONDON (Sputnik) - The Metropolitan Police made 41 arrests during a weekend of disturbances in London as demonstrators took to the streets to protest against police brutality and racial inequality in the wake of George Floyd’s death in the United States, according to statements made by law enforcement officials in the UK capital.

A total of 29 arrests were made during the protests on Saturday, and 12 more arrests were made as violence continued into Sunday as demonstrators threw glass bottles and stones, the Metropolitan Police stated.

"Regrettably officers were faced with further scenes of violence and disorder following a day of predominantly peaceful protest throughout the capital", Metropolitan Police spokeswoman for the protests Superintendent Jo Edwards said in a statement.

Law enforcement officials added that a total of 22 police officers suffered injuries during the two days of protests in London, including a female officer who was knocked off her horse and required immediate surgery.
