The woman’s feet can be seen dangling in the air.
The incident, which was captured in a series of videos by a bystander, occurred near Howard University, blocks from the US Capitol building.
The incident comes amid increased attention to endemic police brutality against minorities in the United States. Over the weekend, demonstrators in Milwaukee, Wisconsin, protested the killing of a 23-year-old by authorities.
Multiple arrests were made and the state’s National Guard was called in as protesters clashed with police.
