The petition proposed by ex-congressman Dennis Kucinich and labeled "No to War, Hot or Cold, With Russia", has collected over 14,700 signatures out of 15,000 on the DIYRootsAction website. Resolution 758, a non-binding document with no legal power to enforce policy, was passed by the US House of Representatives, the lower house of the US Congress, last week.

The resolution condemns Russia's policies toward a number of countries in the Commonwealth of Independent States and demands that President Barack Obama continue a policy of sanctions against Moscow. The resolution also requests that Russia return Crimea to Ukraine and cease its support of Syria's president Bashar Assad. The resolution demands that Ukraine and other countries diversify energy initiatives to "reduce the ability of the Russian Federation to use its energy exports as a means of applying political economic pressure."
