The Group Eight opener was due to take place in Tbilisi, but Irish football authorities asked FIFA to move the game due to security concerns after war broke out between Russia and Georgia over breakaway South Ossetia.
"FIFA reached this decision after closely monitoring the situation in Georgia and taking note that UEFA also decided to ask Georgian clubs involved in UEFA competitions to play their matches in neutral countries," FIFA said.
Georgia has until August 26 to nominate an alternative venue.
Group 8 also includes Italy, Bulgaria, Cyprus and Montenegro. Russia are in Group Four, with Germany, Finland, Wales, Azerbaijan and Lichtenstein.
The recent conflict between Russia and Georgia began when Georgian forces attacked the capital of South Ossetia on August 8.
