    The speaker of Russia's upper house of parliament suggested that fans involved in previous criminal incidents should be banned from attending the 2018 FIFA World Cup.

    MOSCOW (Sputnik) Valentina Matvienko, the speaker of Russia's upper house of parliament, suggested Monday that fans involved in previous criminal incidents should be banned from attending the 2018 FIFA World Cup in Russia.

    "It is possible to form lists of those who have faced criminal and administrative charges, to limit their entry and not allow them to attend the championship," Matvienko said.
