"The need for the implementation of the legislative initiative is determined by the fact that terrorism has turned into a global profitable business with a developed labor market, with its own rules and morale inconsistent with universal and democratic values," Adalbi Shkhagoshev, the first deputy chair of the ruling United Russia party faction in the lower chamber, said in the note.
The author of the bill stresses that the recruiters receive money for coaxing people into violence, which cannot be tolerated.
"It is unacceptable that every day over 1,000 people in the world are recruited [to become terrorists]. A huge amount of money is spend on these purposes. For each recruited terrorist the recruiter receives fees, which depend on the value of the person who was recruited," the note read further.
Under the current legislation, a person convicted of terrorist recruitment can be sentenced to 5-10 years in prison and fined up to 500,000 rubles (around $8,500).
