MOSCOW (Sputnik) — The president said that businesses often had an important advantage of a more "heartfelt attitude."
"I would like now to address, my esteemed colleagues, many of you, the governors, the regional authorities, I am asking you not to be greedy, not to give preference, out of habit, to government structures, but to involve, as much as possible, private businesses in providing social services," Putin said during his annual address to the Russian parliament.
Putin added that everything had to be done to promote non-commercial charity organizations and NGOs.
Russian President Vladimir Putin asked the government to shape the legal framework for the work of NGOs without additional bureaucratic barriers.
"We are all interested in active involvement of NGOs in the social sphere, which will lead to its improvement. And I charge the government together with lawmakers to complete the formation of a clear framework for the NGOs activities… to establish requirements and competencies and, of course, not to create more bureaucratic barriers," Putin said in his annual Federal Assembly address.
Putin asked Russia's civic chamber and the Agency for Strategic Initiatives to support volunteer movements and NGOs.
“I call on the civic chamber and the Agency for Strategic Initiatives to provide substantial support to volunteer and charity movements of NGOs,” Putin said in his annual Federal Assembly address.
