A Ukrainian minor planned to conduct a terrorist attack in the southern Russian city of Rostov-on-Don using a homemade explosive device, the head of the Russian Interior Ministry General Administration for the Rostov Region's center for combating extremism said Thursday.

MOSCOW (Sputnik) — According to Artur Metzger, investigators discovered that the teenager had intended to detonate an explosive device.

"[With this goal, he] scouted out potential sites, taking note of any anti-terrorist security systems installed there. A criminal case has been opened against the detainee under article 205 of the Russian Federation's Criminal Code and the detainee has been remanded in custody," Metzger told journalists.

In late January, Evgeny Ilin, the first deputy head of the Russian National Anti-Terror Committee, said that the Special Services were receiving signals about attempts being made to send terrorists to Russia from other countries, including from Ukraine.
