"Our approach is to apply restrictive measures to all countries that imposed sanctions against us," Dvorkovich told reporters during a working visit to Krasnodar.
"There are certain nuances, details, which we are discussing…I think a decision will be taken soon," Dvorkovich added.
In August 2014, Russia shut its borders to a wide range of food imports from the United States, the European Union and their allies, after they imposed sanctions on Moscow over its alleged role in the Ukrainian crisis.
Western sanctions against Russia were extended in 2015, prompting the Kremlin to keep its food import embargo in place at least until August 2016.
Russia could export 25-27 million tonnes of grain from the 2015 harvest, according to the current crop forecast, Arkady Dvorkovich said.
"With the harvest now forecast at 100 or just over 100 million tonnes, 25-27 tonnes can well be exported without any risk to food security," Dvorkovich told reporters.
The deputy minister added that the Russian government has no plans at this point to introduce a limit for grain exports.
