"Yesterday there was an agreement on swapping 30 individuals. Representatives from the militia went to the swapping area and an official representative from Kiev showed up and said: "No, we're not going to swap until the next meeting in Minsk," Putin said.
On December 17, the self-proclaimed Donetsk and Luhansk People's Republics announced they were ready to exchange prisoners, but Kiev's representatives did not respect their side of the deal.
An all-for-all prisoner exchange was agreed between the Kiev government and eastern Ukrainian independence supporters at a Contact Group meeting on the settlement of the Ukrainian crisis in Minsk in September. Since the agreement to swap prisoners in September, several prisoner exchanges between Kiev and the Donetsk and Luhansk people's republics have already taken place.
Another round of three-party talks on reconciliation in Ukraine is scheduled to take place in Minsk on December 21. The prisoner exchange is on the agenda.
