Russia’s lower house of parliament, the State Duma, is set to consider a bill introducing a partial amnesty for white-collar crime as urged by President Vladimir Putin last week, a notice on the Duma’s website said on Tuesday.

MOSCOW, June 25 (RIA Novosti) – Russia’s lower house of parliament, the State Duma, is set to consider a bill introducing a partial amnesty for white-collar crime as urged by President Vladimir Putin last week, a notice on the Duma’s website said on Tuesday.

On Friday Putin called on lawmakers to pass the bill, which would amnesty first-time offenders who have “compensated for the damage they have caused or agree to provide compensation.”

The Duma’s speaker, Sergei Naryshkin, said that the bill would be considered in one of the final plenary sessions in early July before the summer recess begins on July 14.

Under Russian law, bills must be approved by the Duma in three readings before being passed to the upper house of parliament for approval. Senior lawmakers said last week that the Duma was ready to pass the bill as soon as possible.

Speaking on Friday, Russia’s business ombudsman, Boris Titov, told RIA Novosti the amnesty would “send a signal to law enforcement agencies” to change their attitude to businessmen.

Titov added that the police’s approach is currently that “entrepreneurs are thieves, that they have stolen something from the country.”
