MOSCOW, August 30 (RIA Novosti) - A system of student loans will be introduced in Russia in 2007.
Grigory Balykhin, the head of Russia's Federal Education Agency, said the government would offer loans to students, who would then be given a choice: either they repay the money in cash with interest after graduating or they work for the state using the skills they learned at college for three to five years.
"We have already secured the backing of the Ministry of Economic Development and Trade and the Ministry of Finance," Balykhin said. "But there is a problem in the legal field, because no mechanism has been developed for the loans to be repaid, which means legislation will have to be amended."
