The 405 Freeway in Los Angeles recently received a billion dollar extra lane to reduce congestion. Instead, congestion stayed the same. Double Down talks to Gregor Macdonald about how ‘induced demand’ thwarted the best laid plans and what this means for Trump’s infrastructure plans. Gregor suggests that the likes of Portland, Oregon are world-class examples of how infrastructure plans can actually succeed in making a more liveable and practical city.
