Can the Aral Sea Be Saved by International Organisations?

The Aral Sea, which as recently as 1980 was a mighty expanse of water covering 67,000 kilometres, has dehydrated down to almost nothing.

Farming methods used by millions of people living upstream make reconstruction of the sea almost impossible. What can be done?
