Newly adopted UN Security Council resolution on the Islamic State terror group (outlawed in Russia) does not include a full economic ban to prevent the terrorists from gaining profits from hydrocarbons trade, Russia's Deputy Ambassador to the United Nations Vladimir Safronkov told the Council on Thursday.

UNITED NATIONS (Sputnik) — Safronkov emphasized the importance of financial isolation of Daesh since the terrorists are operating a large-scale transnational illicit trade of hydrocarbons and other goods that brings them tens of millions of USD on monthly basis.

"We deeply regret that due to the position of certain delegations… the final text doesn’t fully take into account concerns of Security Council members," Safronkov said. "I am talking, in particular, about Russian proposal to introduce a full ban on any trade and economic relations with territories under IS [Daesh] control."

He assured of Russia’s strong intention to continue its work to introduce this and other measures aimed at full financial and logistic isolation of terrorist groups.

Safronkov noted that progressive fight against terrorism requires states to genuinely join their efforts and reaffirmed Russia's willingness to work collectively in this direction.

At its meeting on Wednesday morning, UN Security Council unanimously adopted resolution 2368 (2017) drafted by the United States.

The resolution extends measures against Daesh and Al-Qaida and related entities and individuals such as immediate asset freeze, travel ban, arms embargo and others, and is aimed at strengthening cooperation between the states in fighting terrorism.

In the resolution, the Council added 8 new individuals and entities to its black list, they include Daesh leaders in South-East Asia, fighters form the Caucasus, illicit Daesh money-exchange business and Daesh-affiliated terrorist groups in Syria.
