Russia Not Considering Itself to Be Culprit Behind Events in Ukraine - Putin
MOSCOW (Sputnik) — Russian Deputy Foreign Minister Grigoriy Karasin discussed with the head of the EU delegation in Russia Vygaudas Usackas the situation in Ukraine, the Russian Foreign Ministry said in a statement on Friday.

"During the meeting the sides discussed in detail the situation in Ukraine, focusing on the implementation of the Minsk agreements, as well as a number of other pressing regional issues," the statement said.

In April 2014, Ukrainian authorities launched a military operation against pro-independence militias in Donbas. In February 2015, the sides reached a ceasefire deal after talks brokered by the leaders of Russia, France, Germany and Ukraine in the Belarusian capital of Minsk.

The deal stipulates a full ceasefire, weapons withdrawal from the line of contact in eastern Ukraine, an all-for-all prisoner exchange and constitutional reforms, which would give a special status to the self-proclaimed Donetsk and Luhansk people’s republics. Both sides of the conflict, however, have been constantly accusing each other of violations of the agreement.
