ROME (Sputnik) — The note adds it is necessary to protect civilians and to abide by norms of the international humanitarian law.

"Italy is urging to immediately give UN and ICRC humanitarian institutions full access to the whole eastern part of Aleppo in order to provide help to the population and give it protection," the note says.

Over the recent months, Aleppo became a major battleground in Syria between government forces and militants. On Tuesday, the Russian reconciliation center said that the Syrian government army was controlling over 98 percent of the territory of Aleppo, with militants present in less than 3 square kilometers (1.1 square mile).
