"Russia may again use its veto to prevent this Council from offering help to the desperate civilians in eastern Aleppo as it did in October, if it does so…member states should swiftly consider the other tools we can deploy at the UN, including through the General Assembly to apply more effective pressure," Power said.
New draft resolution envisions a halt of military action in Syria's Aleppo for at least 10 days to allow the civilians to leave and bring in the necessary medical supplies, according to the US envoy.
Power called on bringing the resolution to a vote "without delay."
In October 2016, Russia blocked the French draft Security Council resolution on the cessation of hostilities in Aleppo. Russian President Vladimir Putin explained the veto by saying the resolution was drafted "to aggravate the situation, ratchet up the anti-Russia rhetoric in controlled media, lying to their population and citizens."
