MOSCOW (Sputnik) — Peace treaty talks are hampered by Japan laying claims to four Kuril islands of Kunashir, Shikotan, Habomai and Iturup, which became part of the Soviet Union after World War II.
Moscow maintains that the 1951 San Francisco Peace Treaty transferring control of the islands to the Soviet Union establishes Russian sovereignty over the Kurils, which Tokyo classifies as its northern territories
"This subject is being discussed by us, it will continue to be discussed between the parties. Negotiations are ongoing, they will continue," Morgulov told RIA Novosti.
