All Libyan political parties and tribal groups should take part in forming unified government bodies in the country, the Russian Foreign Ministry said in a statement.

MOSCOW (Sputnik) — The consensus on the remaining issues should be reached shortly as it will allow the Libyan government to address significant domestic challenges, including growing terrorism threat, the statement added.

"[The sides] stressed the necessity to engage all political sides, tribal groups and the country's regional authorities to form unified government bodies in Libya," the statement reads.

The statement comes after the meeting of UN Special Representative for Libya Martin Kobler with Russian Deputy Foreign Minister Mikhail Bogdanov earlier in the day in Moscow.

As agreed in December 2015, the two Libyan rival parliaments — the House of Representatives in Tobruk and the Tripoli-based General National Congress — established the Libyan Political Dialogue as a mechanism of reconciliation and formed the Government of National Accord (GNA), which is yet not supported by the House of Representatives, the parliament.

Libya has been in a state of turmoil since 2011, when a civil war began in the country and long-standing leader Muammar Gaddafi had been overthrown.
