"We cannot turn backs on Europe. We are part of Europe," Johnson said, adding that the United Kingdom would continue to be a great European power.
He added that there was no need to be part of a Brussels-based federal system of government.
"There is simply no need in the 21st century to be part of a federal system of government based in Brussels that is imitated nowhere else on Earth," Johnson added.
He added that the referendum was the evidence of democracy in the country and people had spoken up for it.
According to the final results, 51.9 percent of voters, or 17.4 million people, decided to support Brexit, while about 16.1 million opposed it.
