"Russia has prepared a draft statement for the UN Security Council in connection with the attack in Homs. The proposal was rejected,” the source said.

On Saturday, a group of terrorists detonated a car bomb near a hospital in the center of the Syrian Homs. At least 22 people have been killed and more than 70 injured, hospital staff told RIA Novosti.

Later on Saturday, the Syrian Foreign Ministry sent a letter to UN Secretary General Ban Ki-moon and the Security Council, saying that the international community's silence over the terror attack in Homs played into the hands of terrorists.
