Matvienko listed the illegal backing of armed groups to overthrow legitimate governments through so-called color revolutions and imposing democratic principles without taking into account national and cultural characteristics as examples.
"Migration has many reasons: these are economic factors, poverty, unemployment, armed conflicts. But for the most part it is the result of short-sighted policies of some countries, their illicit interference in the affairs of sovereign states."
Escaping war and poverty in the Middle East and Africa, up to 710,000 migrants have fled into Europe this year, intensifying the continent’s biggest refugee crisis since World War II.
"Only together with the incumbent governments of Iraq, Syria and others can we liberate these countries from terrorists and return refugees to their homes," Matvienko asserted.
"We held out until the end, but realized we cannot delay any further. Russia calls on all states concerned to act together," Matvienko said.
Russia launched anti-ISIL airstrikes at the request of Syrian President Bashar Assad on September 30. To date, the Russian Defense Ministry said the Aerospace Forces combat aircraft had conducted about 700 sorties and destroyed hundreds of militant targets, including equipment and infrastructure.
