Earlier in the week, North Korea announced its intention to launch satellites at a time of its choosing. The country also stated that the Yongbyon complex, its main nuclear facility, had resumed operations.

North Korean Alleged Nuclear Plans Aimed at Drawing US Attention
MOSCOW (Sputnik) — The Russian Foreign Ministry said Thursday it is concerned about Pyongyang's nuclear activities and plans to launch a carrier rocket.

Russia is "concerned about the possibility of a new missile launch and continuing work in North Korea on the creation of nuclear weapons prohibited by UN Security Council resolutions," Foreign Ministry spokeswoman Maria Zakharova told reporters.

"We expect that all concerned parties will exercise maximum restraint and responsibility in this situation in order to prevent escalating the situation on Northeast Asia," she added.
