A number of potential stumbling blocks await the Normandy Four participants, in particular, reaching agreements over a demilitarized zone in Donbas, the withdrawal of heavy weaponry and the start of direct talks, a diplomatic source revealed.

MINSK (Sputnik) — The creation of a demilitarized zone in eastern Ukraine will be a key topic of discussion during the upcoming summit in Minsk in the so-called "Normandy four", a diplomatic source close to the talks told RIA Novosti on Tuesday.

Leaders of Russia, Ukraine, France, and Germany are expected to meet on Wednesday in the Belarusian capital, Minsk, for crunch Ukrainian crisis resolution talks.

"The key issues on the agenda of the Minsk summit will be the withdrawal of heavy weaponry, the creation of a demilitarized zone and the start of a permanent dialogue between Kiev and Donbas," the source said.

The source said that Germany, France and the Organization for Security and Cooperation in Europe insist that Russia must take responsibility for the settlement of the Ukrainian crisis, including control over the withdrawal of weaponry and the creation of the demilitarized zone.

However, Russia believes that the OSCE should manage these tasks, the diplomat stressed.

There are no plans to sign a final document on the results of Ukraine conflict resolution talks at the heads of state summit conducted in the Normandy format in Minsk on Wednesday, a diplomatic source told RIA Novosti Tuesday.

"There are no plans to sign an agreement at the end of the heads of state summit on Wednesday. It is more likely to expect a joint statement," the source said.

Russian, Ukrainian, French and German leaders are expected to meet in the Belarusian capital on Wednesday for crisis reconciliation talks in eastern Ukraine.
