MOSCOW, March 1 (RIA Novosti) - Alvaro Gil-Robles, Council of Europe Commissioner for Human Rights, will have his paper on human rights in Russia ready within the month, his aide said to Novosti.
As soon as the paper is ready, it will pass for consideration to the foreign-ministerial committee of the PACE, Parliamentary Assembly of the Council of Europe. The document will be offered to the Assembly after that to seal its fate-either the paper will come under debate at the nearest PACE session or go to relevant commissions for more detailed consideration, said our informant.
This will come as Mr. Gil-Robles' second paper on Russia. A first, last year's, analyzed the rights situation in Chechnya.
