The idea is to create favorable conditions for the introduction of research-technical achievements in the two countries' industries, promote exchange of information and technologies, and organize joint production of science-intensive commodities.
According to the preliminary agreement, the center will consist of two branches - a Russian branch set up in the Academic Township of Novosibirsk, and the Chinese branch, set up at the Changchung and Liaoning branches of the Chinese Academy of Sciences.
Institutionally and legally, it will be a non-profit organization founded by the Siberian branch of the Russian Academy of Sciences, the Chinese Academy of Sciences, and the administrations of the Novosibirsk region and the Jilin Province.
