    WASHINGTON, D.C., July 15 (RIA Novosti's Arkadi Orlov) - If John Kerry wins presidency, November, the Democratic Administration will proceed from national security interests in its Russian policies, says a draft election platform to be offered to a party convention in Boston, Mass., late this month.

    The convention steering committee smoothed out the draft in a session of July 10 and 11, Miami, Fla., Tony Welsh, Democratic national committee chief of PR, said to Novosti.

    Russia's historic transformation is staking America's key security interests, so Democratic policies toward Russia will promote those interests. Partnership for nuclear arsenal and material safety will be top priority of Democrats' Russian policies, says the platform.

    It proclaims goodwill to buttress democracy worldwide, and highlights a firm Democratic intention to work for the goal in Russia, among other countries.

    Russia goes on integrating into international institutions and the global economy, and respect for human rights, domination of the law, mature democratic institutions and independent media are essential for that integration, the document stresses.

    Republicans are working on at their election platform, says the party national committee. It will be offered to a party convention to open in New York City, August 30.
