DRAFT LAWS ON HOUSING MARKET WILL SOON BE SUBMITTED, FRADKOV SAYS

MOSCOW, May 13 (RIA Novosti) - At a session of the Russian government, Prime Minister Mikhail Fradkov said that shortly, the government would submit a package of draft laws aimed at developing the housing market to the State Duma (the lower house of parliament).

"I propose that a package of laws be submitted to the State Duma within a short time that will increase housing construction, make it more effective and develop the housing market," Mr. Fradkov said.

According to him, the development of this market "is a socially significant project that is the engine of the economy. Society needs to be given a comprehendible signal to ensure a choice between expensive and accessible housing," the prime minister emphasized.

The package includes 27 draft laws that will help set up an accessible housing market, reduce administrative barriers, develop mortgage crediting, resolve antitrust policy issues in the housing sector, etc. Included in the proposed draft laws are the Housing and Urban Development Codes, a law on investment agreements and amendments to the law on mortgages.
