"It [the legislation] should be regulated and rid of international contradictions, it should be convenient in use," the president said at his meeting with the leadership of both houses.
He recalled that the parliament had to adopt a series of crucial laws - in the first place, the federal budget. "The budget process should be closely linked to the tax and budget reform," said Mr. Putin.
He remarked that the government had already been instructed to submit draft laws to the Duma on the modernisation of the tax system and inter-budget relations. Besides, the president said, the Duma agenda includes a set of laws on the social security of the military. "At issue is above all the housing provision [of the military]," Mr. Putin specified.
Moreover, he continued, the legal basis should be formed for the mortgage system and other elements of the market infrastructure of affordable housing.
The head of state also elaborated on the reform of the cabinet.
"It is obvious to everyone that if we had delayed this issue [the reform of the government], we would not have formed the government in time, adopted the necessary decisions in the tax and budget sphere and formed the new budget on the new legislative basis. This is clear to everyone today," said Mr. Putin.
