Licensing work has been delegated to the Ministry of Culture and Mass Communications, he said.
"Technical work will be done the same as before, by the same men in the same studies, with the same telephones and at the same desks," Mr. Nadirov said.
"The desks will be better," added Mikhail Shvydkoi, the head of the Federal Culture Agency.
Mikhail Seslavinsky, the head of the Federal Press and Mass Communications Agency, said, "the goal of the agency is to preserve maximum of continuity in the process of licensing of television and radio broadcasting."
"It is clear that the decision to pass licensing to the [culture] ministry will liberalize media relations and should not restrict the constitutional freedom of speech principles," Mr. Seslavinski said.
