PROSECUTOR: INVESTIGATION RULES OUT TERRORIST ATTACK AT MOSCOW WATER PARK

MOSCOW, April 5, 2004 (RIA Novosti) - Anatoly Zuyev, Moscow's prosecutor, has confirmed that his investigation has excluded the possibility of a terrorist attack at Transvaal Water Park on February 14 in Moscow.

"The investigation has received the conclusion of explosives experts who unanimously agree that no traces of explosives were found at the location of the collapse [of the water park's dome]," said Mr. Zuyev in a statement that RIA Novosti obtained on Monday.

According to the statement, swaps were taken from every column and structural element of the park during the expert investigation. "In that way, the investigation ruled out the possibility of a terrorist attack," says the press release.

The statement also says that the investigation has every video made during the accident.

"The park's cameras, including several outside, made a continued recording. Every cassette was acquired by the investigation in official procedure. Specialists and experts examined the recordings. The images on film and their interpretation gives the investigation no grounds to speak about any mechanical impact [including an explosion] on the structural elements of the park," says the statement.

According to the statement, the Moscow prosecutor made such a statement in connection with "recent media remarks about lost recordings, causes of the tragedy, and a number of other issues."

Earlier, the park designer, Nodar Kancheli, said that videos had disappeared at the moment of the collapse. "Members of the commission [to establish causes of the accident] were unable to view it," Mr. Kancheli said.

Mr. Kancheli said he had seen the recording soon after the tragedy. "At one point, a kind of cloud came from one of the columns, afterward the column bent and slipped from under the supporting contour," he said. According to him, the result was a collapsing roof followed by other columns falling.

On February 14, the roof of the water park collapsed killing 28 people and injuring over a hundred.

The investigation into the cause of the roof collapse is ongoing.
