"Legal proceedings against Natalya Chernova have been stopped as a result of a change in criminal legislation. It does not provide for criminal responsibility for committing such actions any longer," he explained In December 2003 the Presnya inter-district prosecutor's office accused NBP members Natalya Chernova and Alexey Tonkikh of hooliganism committed by a group of persons.

With regard to another three participants in the incident, the matter was settled by administrative means.

According to the information of the Moscow prosecutor's office, the incident took place on December 7th, the day of the parliamentary elections, at Polling Station 107 in Moscow during Mr. Kasyanov's voting. Chernova threw an egg at him, shouting: "Kasyanov, the election is a farce!" Kasyanov met the incident with a smile, telling the press that this is "an element of democracy".
