    MOSCOW, APRIL 1, RIA NOVOSTI - Russia and Ukraine ought to introduce another format of contacts-top-level interstate consultations, holds President Vladimir Putin of Russia.

    "Interstate consultations are among the patterns of our work with overseas partners-in particular, Germany. Such consultations have mixed representation, and top federal officers are among the spokesmen," he remarked while at the negotiation table with Victor Yanukovich, Ukraine's Prime Minister.

    The latter found it a good idea, but said it was up to the two Presidents to say whether it will be introduced.

    President Putin promised to discuss the prospects with Leonid Kuchma, his Ukrainian counterpart. Mr. Putin thinks the consultations he is proposing will allow to "take stock of current developments, make blueprints for the future, and monitor decision implementation".

    As for an available bilateral intergovernmental commission, it ought to work on, he deems.

    As President Putin sees the prospective arrangement, consultations ought to gather once a year for decision-making on key issues.
