"Given the nature of threats in the modern world, reliable security can be created only through the concerted efforts of all civilised countries. Russia, the USA and the EU countries have a broad joint agenda based on their common responsibility for global security and stability," the minister stressed. And this agenda can be implemented only jointly, by attracting other countries, including Muslim ones, to this partnership.
"The recent tragic developments in Madrid reminded us that any country and actually any person on the planet can become the victim of terrorism today," Lavrov said. "These developments leave no illusions concerning the growing integration of international and local terrorist networks.
"While the attention and efforts of the world community were distracted by the Iraqi crisis, the terrorist structures used the respite to regroup and select new targets for their attacks," the minister added.
In his opinion, the need to reinforce the interaction of all civilised countries is especially great now when the world community is on the defensive rather than on the offensive in tackling the two most acute modern problems - the struggle against terrorism and the settlement of local conflicts.
