MOSCOW, MARCH 19 (RIA NOVOSTI) - The Communist Party's leadership have proposed an overhaul of the People's Patriotic Union, a major Russian coalition of left-wing and patriotic forces that was established on August 7, 1996.

A resolution adopted Friday by the party's presidium and circulated by its parliamentary faction's press service, points out the need to streamline the Union's work by eliminating red tape and establishing one-man governance.

The Communist Party's leadership also underlines the importance of bringing the Union's charter in line with the federal laws "On Political Parties" and "On Public Associations." It suggests that the Union's next congress be convened in the fourth quarter of 2004.
