    DUMA INSISTS ON INTERNATIONAL EFFORTS TO SOLVE KOSOVO CONFLICT

    MOSCOW, March 19, 2004. (RIA Novosti) - The State Duma (lower house) insists that international organizations, including the OSCE and the Council of Europe, interfere with the Kosovo conflict, and draft a special UN Security Council resolution for Kosovo. This demand is included in the statement that lower house deputies adopted on Friday.

    The document in particular notes the inability of the current international structures "to settle the entire set of the Kosovo problems effectively." Till today, all the measures adopted by the KFOR and the UN mission were essentially reduced to the conservation of the conflict, the statement runs. If the world community does not make relevant conclusions from the March events, "large-scale flare-ups in the province are inevitable," the document runs.

    According to deputies, the main thing now is to stem bloodshed in the area. We should also propose that a special Kosovo settlement plan be worked out to take heed of all the earlier made mistakes and ensure a real and long-term settlement in the province, the statement reads.
