MZE, a Georgian television station, reported that when Mr. Nikolov's car was returning to Tbilisi from Batumi it was stopped at Choloki by an armed group. Mr. Nikolov was informed that the head of the administration of Kabuleti ordered the armed group to detain his car.
According to MZE, the armed men did not explain to Mr. Nikolov the reason he was not allowed to cross the administrative border. Then Mr. Nikolov decided to fly to Tbilisi via Turkey.
Mr. Nikolov was in Batumi for talks with Aslan Abashidze, the leader of Adzharia. At the talks, the sides discussed questions of delimiting powers between the center and the region.
