    MOSCOW, March 19 (RIA Novosti) - Prime Minister Mikhail Fradkov has made a number of appointments, including appointments to the Communications and Transportation Ministry.

    Mr. Fradkov appointed Valery Bugayenko, the former head of the State Communications Supervisory Committee, to the post of the head the Federal Communications Supervisory Service, the Government Information Department reported on Friday. Nikolai Shipel, the former director general of the Rossia airlines, was appointed to the post of the Federal Air Transport Agency head. Vyacheslav Ruksha, the former deputy transportation minister and the former head of the Russian Sea Fleet, became the head of the Sea and River Transport Agency. Dmitry Milovantsev, a former deputy communications minister, became the head of the Federal Communications Agency.

    Sergei Novikov was appointed the head of the Federal Tariff Service. He used to hold the post of the first deputy of the presidential plenipotentiary in the Volga federal district.

    Anatoly Mikhalyov, a deputy agriculture minister in the former government, became the head of the federal Agriculture Agency.

    By an order from Mr. Fradkov, Mikhail Seslavinsky, a deputy press, television and radio broadcasting and mass communications minister since July 1999, became the head of the Press and Mass Communications Agency.
