KHABAROVSK, March 17, 2004. (RIA Novosti correspondent Oleg Kulgin) - Khabarovsk is hosting a four-day international seminar on illegal migration held as part of the Police and Human Rights program of the Council of Europe. A delegation of the human rights department of the Council of Europe participates in the seminar, the Russian Interior Ministry's press service said.

According to chief delegate Ms. Stiina Rajala, Russia's Far East is facing a serious problem of illegal migration. Foreigners from China and the CIS countries get jobs and housing and illegally settle in the region mainly due to imperfection of the Russian migration legislation, she said.
