MOSCOW, March 15, 2004. (RIA Novosti) -- International observers have not detected facts to prove the planting of ballot papers in boxes, Giulian Peel Yates, head of the Observation Mission of the Organisation for Security and Cooperation in Europe, has said.

The OSCE Observation Mission had been working in Russia since February 5, monitoring control of the presidential election campaign.
