MOSCOW, MARCH 12, RIA NOVOSTI - Russia has more than 90,000 franchised convicts for today. All of them, with few exceptions, have papers necessary to go to the polls. An approximate 150 polling stations have been established in detention prisons, reports the federal Justice Ministry penitentiary board.

Prison administrations have given out necessary certificates to inmates who have no IDs. Certain inmates have received absentee ballot certificates, while others have applied to election commissions for permits to vote without such certificates, a ministerial officer said to Novosti.

An approximate total 200 detention prisons plus a hundred detention houses are subordinate to the ministry all over the country, as of March 12. Convicts are kept there on a par with suspects. More than a half are franchised, specified our informant.
