RUSSIA: TAXATION MINISTRY GOES ON WORKING BEFORE LAW AMENDMENTS COME UP

MOSCOW, MARCH 10 (RIA NOVOSTI) - Russia will transform its Taxation Ministry into a Federal Tax Service under the Finance Ministry on President Vladimir Putin's decree. The ministry will work on as before till respective legislative amendments are made, the Finance Ministry press service says in today's statement.

Amendments of, and supplements to the acting federal legislation are being drafted to downgrade the Taxation Ministry, and for the Finance Ministry to overtake its duties of bylaw issuance and explanatory work on the federal fiscal legislation, says the statement.

Bylaws issued by the Taxation Ministry will remain valid before the acting legislation is duly amended and an authorized agency passes relevant acts. The top personnel of the ministry and of all fiscal bodies throughout Russia will retain all their duties before such amendments come up, and the personnel is dismissed according to the accepted procedure.

As the presidential decree of March 9, "On the System and Structure of the Federal Executive Power Bodies" stipulates, its clauses on reforming particular federal bodies shall not enter into force before relevant federal laws enter into force.

The bodies to be reformed include the Taxation Ministry, the Ministry of Labor and Labor Remuneration, the Federal Penitentiary Service, and the Federal Bailiff Service.
