NATURAL RESOURCES MINISTER BELIEVES IT NECESSARY TO ENSURE MINISTRY'S TRANSPARENCY

MOSCOW, March 10, 2004. (RIA Novosti correspondent) - Russian Natural Resources Minister Yuri Trutnev believes it necessary to ensure that the ministry's work is clear and transparent, he told journalists on Wednesday.

He has worked in the ministry for three years and the work there was complicated and not transparent, he recalled. "Constituent members of the Federation and users of natural resources waited for the ministry's response for months. It was unclear what criteria it used to make decisions. Transparency and trust between natural management agents were lacking," he said.

When asked by a RIA Novosti correspondent whether the ministry intended to further cooperate with former minister Vitaly Artyukhov, Mr. Trutnev said he could not answer that question now.

He believes that his ministry will not have disagreements with other departments, including the Economic Development Ministry due to the forthcoming reform of natural resources management legislation.

Apart from this, Mr. Trutnev said he had "a very good feeling about the new Cabinet, even better than I have expected. The present Cabinet creates a different atmosphere. In my opinion, it may become a government of soul mates," the minister said. It is very important for Russia, he added.
