MOSCOW, March 10, 2004. (RIA Novosti) -- The main Chechen problems have been solved, Russian President's Plenipotentiary Representative in the Southern Federal District Vladimir Yakovlev told journalists.

"The referendum was held, the President was elected and economic recovery began. But it does not mean that the government avoids control over the developments in the Republic," Mr. Yakovlev said.

According to him, we should liquidate dependency. "We should not wait for investments. It is necessary to restore plants, infrastructure and economy in order to fulfill our constitutional obligations to people," he added.
