MOSCOW, MARCH 9-RIA NOVOSTI - The president's newly-appointed plenipotentiary in the Southern federal district, Vladimir Yakovlev, is flying this Thursday to Rostov-on-Don, the main city of the district lying in the Don delta at its flowing into the Azov Sea, reports the former vice-premier's press-secretary Irina Terkina.

The Russian president has signed a decree on dismissing Viktor Kazantsev from the post of the Southern federal district plenipotentiary and appointing former Vice-Premier Vladimir Yakovlev to this post.

"He has already packed up. All organisational matters will be settled as work begins," said Terkina.

She reported that later in the day this Tuesday Yakovlev met in the government building with Kazantsev to discuss the development of the Southern federal district which includes such trouble-makers as the North Caucasian autonomies, to say nothing of the Chechen republic.
