Mr. Kudrin was a deputy prime minister and finance minister in Mikhail Kasyanov's government.
He was born on October 12, 1960 in the city of Dobel of the Latvian Soviet Socialist Republic to a family of servicemen.
He graduated from the economic department of Leningrad State University, took a post-graduate course at the USSR Academy of Sciences Economics Institute. In 1983-1990 he worked at the Institute of Social and Economic Problems under the Academy.
Within a group of Leningrad economists headed by Anatoly Chubais he participated in working out issues relating to the creation of a free enterprise zone, then worked in the Leningrad City Executive Committee, in the St Petersburg City Hall, dealt with investment policy issues.
In 1992-1994 Mr. Kudrin chaired the financial committee of the St Petersburg City Hall.
In 1994-1996 he was first deputy mayor of St Petersburg, chairman of the City Committee for Economics and Finances. Resigned after the defeat of mayor Anatoly Sobchak.
From August 1996 - deputy head of the presidential administration.
From March 1997 to January 14, 1999 - first deputy Finance Minister of Russia. Dismissed by a government decree "due to transfer to other work." Mr. Kudrin sent in his resignation to the prime minister in early January 1999 due to contradictions on the issue of redistribution of functions inside of the finance ministry.
On June 1, 1999 he was re-appointed first deputy Finance Minister by a decree of then premier Sergei Stepashin. Before that appointment, he was first deputy Board Chairman of RAO "UES of Russia".
From July 1999, Mr. Kudrin was charged with fulfilling the duties of the state secretary - first deputy finance minister of Russia.

Russian Federation representative in the Executive Committee of the Russia-Belarus Union (from November 1998 to September 25, 1999).
Deputy manager from the Russian Federation in the International Monetary Fund (until April 1999).
On May 18, 2000, by President Vladimir Putin's decree, appointed vice premier - finance minister of the Russian Federation; also coordinates the work of fiscal services and economic policy in the government. In accordance with a decision on a new distribution of duties in the government on April 28, 2003, supervises issues of forecasting economic and social development of the country, state financial planning, tax and credit and monetary policy.
